A vented crawl space is open to outside air, so the insulation goes in the floor above it and the space itself stays at outdoor conditions. A sealed and encapsulated crawl space is brought inside the building envelope, with insulation at the perimeter walls and a sealed ground barrier.

In a dry climate the humidity argument for encapsulation is weaker than it is in the humid parts of the country, so the case here usually rests on whether ductwork or plumbing runs through the space. If it does, bringing the space inside the envelope is generally worth it. If it does not, insulating the floor above is simpler and cheaper.
